If the panels themselves are cracked through, rusted out at the waterline, or rotted, replacement is almost always the cheaper decision over the next ten years. Either way, the time to decide is before the lake freezes, because winter ice is what turns marginal walls into flat ones.

Why ice is the deadline
On inland lakes like Long Lake, Sage Lake, and Van Etten Lake, the biggest load your seawall carries all year is not waves. It is ice. When the frozen sheet expands and shifts, it shoves against everything at the water's edge with enormous force, and it finds every weakness a wall has. A wall that goes into December with failed anchors or voids behind it takes that push at its weakest, and spring often reveals damage that no longer qualifies as repairable. That is why fall is the busiest and smartest season for this decision.
Signs that point to repair
The wall leans but the panels are sound
Lean by itself is not a death sentence. Walls usually lean because tie-backs or dead-man anchors behind the wall have failed or were never adequate, not because the wall material gave up. If the panels are straight and solid, a leaning wall can often be pulled back toward plumb and re-anchored properly. Caught early, this is a fraction of replacement cost.
Soil disappearing behind the wall
A sinkhole or settling trench along the back of the wall means water is moving through or under the wall and carrying your bank out with it. This is the most common failure we see, and it is very fixable when the structure itself is sound: fill the voids, fix the path the water found, and rebuild the backfill so it drains instead of washing.
Cap and top rail problems
Loose, cracked, or heaved caps look alarming but are often surface wounds. If the piling underneath is healthy, cap and rail work is straightforward maintenance, and doing it promptly keeps water from getting behind the wall where the real damage starts.

The wall material itself is failing
Steel rusted through at the waterline, timber gone punky enough to push a screwdriver into, concrete spalling and cracked through its full thickness: these are structural failures, not maintenance items. You can anchor a failing panel all you want; it will still be a failing panel. Money spent repairing a wall in this condition is usually money spent twice.
Failure along most of the run
One bad section in an otherwise healthy wall can sometimes be rebuilt. But when lean, washouts, and panel damage show up along most of the frontage, patching each symptom costs more than it returns. At that point a full replacement, done once and done right, is the cheaper path even though the invoice is bigger.
An old timber wall at the end of its life
Plenty of lakes around here still have timber walls from decades back. Wood in permanent contact with water and ice has a finite life, and when a timber wall starts moving, its remaining years are few. Replacing it with steel or vinyl sheet piling is usually the honest recommendation, and we say so even when a cheaper patch would be an easier sell.

Every wall is different, so treat these as orientation, not a quote. Do not forget the permit question
Work at or below the waterline generally needs an EGLE permit even when you are repairing an existing wall, and some counties add requirements of their own.
